Conservatives Contradict Themselves on Immigration

Isn’t it strange that conservatives, who often say that they favor limited govt, free markets, and low regulations, contradict themselves on immigration? They believe that the govt should heavily regulate the labor market by controlling the number of workers and who is allowed to work, where, and controlling whom businesses are allowed to hire. They also want to use govt force to control where people live (by outlawing people from moving here) and what kind of culture we should have (their reason for outlawing immigration is often to preserve culture, language, religion, genetic purity, etc). Can someone explain how they can hold these contradicting views in their heads at the same time?
