When a Program Fails, the Same Excuse

When a government program fails, the bureaucrats and politicians will make the excuse: ‘it would have succeeded if we just had enough resources; it failed because we didn’t receive enough funding (and/or power)’. In response, politicians give more funding/power to the program. After it eventually fails again, the bureaucrats will again make the same excuse. So, politicians will again give the program more tax money and power. After it once again fails, the bureaucrats will make the same excuse. And so on, and so on, for infinity… (until revolution?)
